Bombay High Court orders ‘Peace Zones’ in Navi Mumbai to combat noise pollution

In a landmark ruling, the Bombay High Court has directed the Navi Mumbai Municipal Corporation (NMMC) to designate ‘Peace Zones’ across the city in a bid to reduce noise pollution in sensitive areas. The order follows a Public Interest Litigation (PIL) filed by social activist Mangesh Mhatre in 2024, which sought to address the growing concerns surrounding noise levels in the city. Mhatre’s petition highlighted the need for noise-free zones, particularly around schools, temples, hospitals, and other vital locations.
After hearing the case, the High Court has instructed the NMMC to declare these areas as ‘Peace Zones’ within the next two months. The move aims to create quieter, more peaceful spaces in areas that are sensitive to noise disturbances.
The issue of noise pollution in Navi Mumbai has been a persistent problem, with noise levels often exceeding the limits set by the Noise Pollution (Regulation and Control) Rules, 2009. Despite the regulations, many areas, especially those in close proximity to hospitals, schools, and religious places, have experienced high noise pollution, affecting the well-being of residents and visitors.
Mangesh Mhatre, who had previously raised concerns with the NMMC, urged the authorities to act. In July 2022, Mhatre's efforts led to a recommendation from the Municipal Commissioner to the Urban Development Department, requesting the declaration of 594 locations including 288 hospitals, schools, and 306 religious sites as quiet zones. However, with no significant action taken by the department, Mhatre escalated the matter to the High Court.
Following the final hearing on December 14, the court issued a directive for the declaration of these zones, and the NMMC has since taken steps to implement the ruling. Shirish Aardwad, NMMC’s City Engineer, has already written to the Urban Development Department's officers, urging them to take the necessary measures to ensure the formal establishment of these Peace Zones.
This ruling is expected to bring significant relief to residents of Navi Mumbai, as the city works towards addressing the ever-increasing problem of noise pollution.
