CIDCO cancels leases of 16 underused plots in Navi Mumbai

Navi Mumbai: In a decisive move aimed at enforcing accountability among developers, the City and Industrial Development Corporation (CIDCO), Navi Mumbai's special planning authority, has cancelled the allotment of 16 high-value plots across key nodes of the city.
The reclaimed plots, collectively valued at approximately Rs. 2,000 crore, span over 62,000 square metres and were originally designated for residential and commercial development.
CIDCO officials said the cancellations were prompted by prolonged delays in construction despite the issuance of multiple extensions, notices, and even the introduction of amnesty schemes. As per the Navi Mumbai Disposal of Lands (Amendment) Regulations, 2008, lessees are required to adhere to strict timelines for beginning construction and securing occupation certificates.
However, developers and buyers of these plots failed to comply, prompting CIDCO to take back the land parcels. The cancelled plots are located in some of Navi Mumbai’s most strategically significant areas, including Airoli, Nerul, Belapur, Kharghar, and Dronagiri, nodes that are witnessing renewed investor interest due to the ongoing development of the Navi Mumbai International Airport.
A senior CIDCO official confirmed that this is just the beginning. “We are currently scrutinising other leased plots where no construction has taken place. More cancellations and re-auctions are expected in the coming months,” the official said.
With current land rates in areas like Kharghar hovering between Rs. 25,000 and Rs. 30,000 per sq ft, the move signals a tightening of regulatory oversight over prime government-leased real estate.
The crackdown comes just weeks after Godrej Properties signed a Rs. 717 crore agreement in March 2025 to lease a 6.54-acre land parcel in Kharghar for 60 years, reflecting the mounting interest from developers in Navi Mumbai’s expanding real estate market.
