Colony Forum threatens continued non-cooperation movement over penalty-laden tax bills

The Panvel Municipal Corporation's (PMC) decision to issue property tax bills for the fiscal years 2021-2022, 2022-2023, and 2023-2024 with penalties has sparked a strong backlash from local property owners. Despite the ongoing legal proceedings concerning property tax and a Supreme Court order, the new bills include interest/penalty charges. The Supreme Court order, however, does not mention penalties and applies only to the petitioners in the Special Leave Petition, specifically the societies within the Federation and the house owners within those societies, who must pay property tax within two months.
General property holders have rejected these penalty-laden bills, arguing they violate the Supreme Court's directive. The petition in the Bombay High Court remains unresolved, adding to the tension. For the fiscal year 2024-2025, the corporation issued property tax bills for the entire year instead of the expected six-month period from April 1, 2024, to September 30, 2024.
Colony Forum President Leena Arjun Garad, along with representatives Madhu Patil, Bapu Salunkhe, Arun Jadhav, Kushal Rathod, and Ashwini Suryavanshi, met with the Municipal Commissioner to demand the withdrawal of the new bills and the issuance of revised bills without penalties. They emphasized that the Municipal Commissioner has the authority to waive penalties under the Maharashtra Municipal Corporation Act and called for an Amnesty Scheme to address the issue.
In support of this demand, letters have been sent to MLA Prashant Thakur, MP Shrirang Barne, and Lok Sabha candidate Sanjog Waghere, urging them to instruct the Municipal Commissioner to comply.
Should the Panvel Municipal Corporation fail to act on their request, the 31,000 property holders in the original Gaothan areas and approximately 250,000 property holders in CIDCO colonies have pledged to continue their non-cooperation movement. They aim to protest against what they describe as unjust, illegal, and discriminatory double property tax, following the principles of Mahatma Gandhi.
