PMC issues notices to construction sites over pollution violations

As the air quality continues to deteriorate, especially during the winter months, the Panvel Municipal Corporation (PMC) has intensified efforts to address pollution sources in the area. Under the leadership of Municipal Commissioner Mangesh Chitale, notices have been issued to 164 construction sites whose activities are contributing to the worsening air quality. The municipal corporation is also extending its action to bakeries, hotels, and restaurants, ordering them to comply with environmental guidelines.

The move comes as part of a larger initiative to combat air pollution in Panvel and surrounding areas. With winter's low wind speeds and cold temperatures reducing natural ventilation, pollution levels have increased due to dry winds and the climate’s impact on air quality. The air quality has been particularly concerning during this period, with increasing pollution levels attributed to various human activities.

In light of this, Commissioner Chitale has mandated that developers adhere to strict guidelines as outlined by the High Court. If these guidelines are not followed within 15 days, the Municipal Corporation has ordered that construction activities could be halted, following a model similar to the practices in Brihanmumbai Municipal Corporation. This move is aimed at curbing pollution and ensuring cleaner air for the region’s residents.

Additionally, the Maharashtra Pollution Control Board (MPCB) has previously directed municipal corporations to implement clean fuel alternatives such as LPG and electricity instead of traditional fuels like coal or wood in bakeries and tandoors. The Panvel Municipal Corporation is actively ensuring that these directives are being followed.

To oversee the enforcement of these regulations, the Municipal Corporation has formed an Air Pollution Control Committee. This committee will conduct inspections of ongoing construction projects and development works to ensure compliance with pollution control measures. The committee will be led by the ward officer, deputy engineer, assistant town planner, and chief health inspector. Special Air Pollution Control Flying Squads have been created within each ward to supervise compliance and submit inspection reports.

The Municipal Commissioner has urged developers and business owners to act promptly to improve air quality, warning that further non-compliance could lead to severe actions, including the closure of operations.
