Bishkek: Prime Minister Narendra Modi on Tuesday, September 1, called on Shanghai Cooperation Organisation (SCO) member states to adopt a united and uncompromising approach towards terrorism, saying there could be no double standards in tackling the threat.

Addressing the 26th SCO Summit in Bishkek, Modi called for the dismantling of the entire terrorism ecosystem, including its financing, recruitment networks, radicalisation, and safe havens.

He said countries that use terrorism as an instrument of policy or provide shelter and support to terrorists must receive a clear message that terrorism cannot be a “strategic asset” for anyone.

Modi did not name any country in his address. However, his remarks reflected India’s long-standing position that the international community must take stronger action against cross-border terrorism and those accused of supporting terrorist groups.

The summit was attended by Pakistan Prime Minister Shehbaz Sharif, Chinese President Xi Jinping, Russian President Vladimir Putin, Iranian President Masoud Pezeshkian, and leaders from Central Asia.

Modi also stressed that conflicts could not be resolved on battlefields and said dialogue and diplomacy must remain the path to peace. His remarks came amid continuing conflicts and instability in several regions, including the Middle East, which have raised concerns over energy supplies and economic stability.

Counter-terrorism remains a key area of cooperation within the SCO, a Eurasian political and security grouping. Modi urged member states to move beyond broad commitments and take collective action against the financial, ideological, and operational networks that sustain terrorism.
