The construction of the Hindu Hrudaysamrat Balasaheb Thackeray Memorial and a modern stadium at the VTC ground in Ulhasnagar Camp 4 has faced significant delays. Although the project was sanctioned on January 27, 2021, no notable progress has been made even after four years, leaving the construction incomplete.
Amid growing concerns, newly appointed Municipal Commissioner Manisha Awhale recently conducted a surprise inspection of the site. To her dismay, she discovered that construction activities had come to a complete standstill, with no workers or staff present at the location. Expressing her strong dissatisfaction, Commissioner Awhale directed swift action against the contractors responsible for the project.
As per the original work order, the project aimed to develop as a state-of-the-art sports complex at the VTC Sports Ground, providing facilities for indoor and outdoor games. However, during the inspection, the Commissioner noted not only the absence of workers but also the lack of a signboard displaying crucial project details such as the plan name, budget, and funding source.
Following the inspection, Additional Commissioner Kishor Gavas issued a show cause notice to J P & Co. and M/s. N A Construction Pvt. Ltd., holding them accountable for the prolonged delay. The notice emphasized the importance of the project as a government-funded, high-priority initiative and criticized the contractors for their "irresponsible behaviour." It further demanded a response within 24 hours, warning of stringent action under the contract terms if a satisfactory explanation is not provided.
The stalled progress on the stadium has drawn sharp criticism, as the project is seen as vital to the development of sports infrastructure in Ulhasnagar. Commissioner Awhale's decisive stance has sent shockwaves through other contractors in the city who may also be lagging in their commitments.
