New Delhi: Jantar Mantar has been officially denotified as a designated protest site in Delhi, ending its long-standing role as the capital’s principal venue for demonstrations. Delhi Police have instead designated Ramlila Ground, Burari Ground and CBD Ground in East Delhi as the three new venues for protests and public demonstrations.
The decision follows recommendations made by a committee constituted by the Ministry of Home Affairs. The panel was tasked with identifying suitable alternative locations where citizens could exercise their right to organise protests and demonstrations, in place of the existing designated site.
According to a notice issued by Delhi Police Commissioner Anurag Kumar, a detailed and revised Standard Operating Procedure for organising protests at the three new venues will be issued separately. The notice partially modifies Standing Order No. L&O/48/22, dated April 28, 2022, which had earlier laid down the procedure for protest organisations.
The move is expected to have significant implications for civil society groups, trade unions, student organisations and political parties that have routinely gathered at Jantar Mantar to raise social, economic and political issues. Located in the heart of Lutyens’ Delhi, the site has historically offered protesters high visibility close to government offices and Parliament.
While the authorities have described the new arrangements as an effort to provide proper venues for peaceful demonstrations, the effectiveness of the revised sites will depend on their accessibility, capacity and the safeguards outlined in the forthcoming Standard Operating Procedure. Further details on permissions, timings and security arrangements are awaited.
